Description of the measure: 4. Natural mineral water and bottled drinking water shall-
(c) not be subjected to any treatment other than separation from unstable substances by decantation, filtration, ultra violet screening, reverse osmosis and/or physical means, provided that it may be carbonated and labelled as "carbonated......" followed by the appropriate name

5 (1) In addition to the requirements of the Food and Food Standards (Food Labelling) Regulations SI 265/2002, the label of bottled natural mineral water or bottled drinking water shall state—
(a) the appropriate name "natural mineral water" or "spring water" preceded by the words "carbonated", "still", "non-carbonated" as the case may be;
(b) the name of the place where the water is obtained;
(c) date of minimum durability or use-by date;
(d) the analytical composition indicating the characteristic constituents of the water provided that all the parameters marked * in the First Schedule shall be declared on the label.
(2) No claim concerning medicinal or other beneficial effect relating to the health of the consumer shall be made in respect of natural mineral water or bottled drinking water.
(3) The use of any statement or of any pictorial device which may create confusion in the mind of the public about the nature, origin, composition and properties of natural mineral water prohibited.

Description of the measure: 4 (1) Canned meat products shall bear a label on the package, stating—
(a) the name of the product contained therein;
(b) the name and business address of the manufacturer, producer, importer or retailer on whose behalf such product is packaged;
(c) a packing-number and/or the date on which the product was packaged, or a code-number or marking which signifies such date:
Provided that an inspector shall, on request, be informed by the manufacturer or producer of the date which such code-number or marking signifies;
(d) the ingredients set out in descending order in relation to their percentage of the total content, and, when required by .the *Food and Food Standards (Food Additives and Prohibited Substances) Regulations, SI 136/2001 the name and nature of any preservative;
(e) the type of meat present in the container:
provided that this paragraph shall not apply in the case of corned meat;
[proviso inserted by RGN 13/76 with effect from the 9th January,1976]
(f) in the list of ingredients, that the product contains edible offal if any class 2 edible offal, as defined in the Schedule, is present.
(2) Where the total meat content of the product is less than 25%, the package shall be labelled “ with meat" or " ................and meat", the other principal ingredient or ingredients being inserted in the space: for example, "vegetables with meat" or "vegetables and meat":
Provided that the actual type of meat used may be specified on the label instead of the word "meat".
(3) The particulars required to be printed on a label in terms of—
(a) paragraph (d) of subsection (1) shall be printed in type no smaller than 8 point;
(b) paragraph (e) of subsection (1) shall be printed in type no smaller than 12 point;
(c) paragraph (d) and paragraph (e) of subsection (1) shall be printed in such colour or colours as to afford a distinct contrast with the background.
(4) Words which qualify the name or trade name of the product, or are an essential part of the description thereof (for example, "corned beef with cereal"), shall be printed on the label in letters of the same size and prominence as the name of the product.
(5) The ingredients of any product shall be set out on the label in type of a uniform size and prominence throughout.
(6) Notwithstanding the provisions of subsection (3), words which are required to be in type of a certain size may, subject to the approval of the Secretary, be printed in smaller type where the size of the package is so small as to render compliance with the provisions of subsection (3) impossible.
(7) The words "vitaminized", "vitamin-fortified", "vitamin-enriched" or "enriched", or any other word which may be construed as indicating that such fortifying ingredients have been added to or produced in the product so labelled, shall not be used on any label without the written approval of the Secretary.
(8) Meat ,other than that of bovines, sheep and pigs, shall bear a label indicating its type:
provided that this paragraph shall not apply in the case of corned meat;

(9) Any preparation or mixture of meat shall bear a label indicating the type, composition or origin of the meat.

These regulations shall apply to soft drinks which is sold or manufactured for sale in Zimbabwe.

Description of the measure
4 (1) Subject to the provisions of subsection (2), every package containing a soft drink shall bear a label stating—
(a) the name of the contents of such package;
(b) the name and business address of the manufacturer or seller by, or on whose behalf; the contents were packaged;
(c) where applicable, the nature of any preservative present as may be required by the Preservatives Regulations;
(d) in the case of an article which is composed of 2 or more different ingredients, the names of the ingredients, set out in descending order in relation to their percentage of the total content;
(e) in the case of an article requiring dilution, the recommended dilution ratio;
(f) the packaging-number or the date on which the contents were packaged, or a code-number or mark which signifies such date.
(2) Carbonated soft drinks shall—
(a) in the case of a manufacturer who operates more than 1 plant for the production of such drinks, bear a label stating the name and business address of such manufacturer and the address of the manufacturing plant or shall bear a code-number or mark which signifies the name and the address of the manufacturer and the manufacturing plant;
(b) in the case of a manufacturer who operates 1 plant for the production of such drinks, be exempt from the requirements of paragraph (b) of subsection (1):
Provided that the registered trade mark is clearly visible;
(c) be exempt from the requirements of paragraphs (d), (e) and (f) of subsection (1).
(3) A manufacturer of a soft drink who uses a code-number or mark to signify the date of packaging shall, upon request by an inspector, divulge the date signified by the code-number or mark.
(4) Words which qualify the name or trade name of the contents of the package concerned, or are an essential part of the description thereof, shall be printed on the label referred to in subsection (1) in letters of the same size and prominence as those of the name or trade name of such contents.
(5) Unless otherwise provided for in these regulations, all information required by these regulations to appear on a label shall be clearly and prominently displayed, and printed in type no smaller than 6 point, and in such colour or colours as to afford a distinct contrast with the background:
Provided that, where the size or nature of the package concerned would render compliance with the provisions of this subsection impossible, the Secretary may authorize, in writing, that such particulars may be printed in smaller type, or be omitted.
(6) Any soft drink which, in its ready-to-drink form contains less than 6% by mass of fruit juice, or which contains synthetic flavouring, shall include on the label, in letters no smaller than 18 point, the words "IMITATION" (or "ARTIFICIAL" or "SYNTHETIC") or "FLAVOURED", and no pictorial design suggestive of any fruit shall appear on the label:
Provided that, in the case of carbonated drinks, the type-size specified in this subsection shall not apply, but the words "IMITATION", "ARTIFICIAL", "SYNTHETIC" or "FLAVOURED', as the case may be, shall be legibly displayed.
(7) No person shall, without the approval, in writing, of the Secretary, use on any label the word "vitaminized", "vitamin-fortified", "vitamin-enriched" or "enriched", or any other word capable of being construed as indicating that fortifying ingredients have been added to, or are present in, the contents of the package bearing such label.
(9) The word "fresh" shall not appear on the label of any package containing a soft drink, but it may be applied to juice sold within 2 hours of extraction.
(10) The word "real", "pure" or "natural", or any other word expressing a similar meaning, shall not appear on the label of any package containing a soft drink which contains any synthetic flavouring substance or any added colouring ingredient.
(11) The word "juice" may be used to describe a product only if that product consists of the undiluted juice of the fruit or vegetable in question:
Provided that salt or sugar, or salt and sugar, may be added.
(12) No wording, expression, design or illustration which constitutes a misrepresentation, or which can, directly or by implication, create a misleading impression, of the contents or its properties shall appear on the label or on the container or in any advertisement of any soft drink:
Provided that, where a name has been used throughout a period of not less than 30 years before the *date of publication of these regulations to describe any soft drink, the provisions of this subsection need not be complied with.
(13) No pictorial device suggestive of any fruit or vegetable shall appear on a package containing a soft drink unless the product contains not less than 50% of juice from the fruit or vegetable illustrated:
Provided that the provisions of this subsection shall not, in so far as they relate to a pictorial device, apply to the use of a trade mark registered in terms of the Trade Marks Act [Chapter 26:04], by a person who is the proprietor or registered user of such trade mark registered before the *date of publication of these regulations.
(14) Notwithstanding anything contained in this section, the Secretary may, by notice in writing, exempt, for a specified period of time, any manufacturer or seller of soft drinks from compliance with the provisions of this section.

Description of the measure: 4 (1) Subject to the provisions of subsection (7), every package containing sugar or an allied product shall bear a label stating—
(a) the name of the contents of such package; and
(b) the name and business address of the manufacturer or seller by or on whose behalf the contents of such package were packed; and
(c) a packing-number or the date on which the goods were packed, or a code-number or mark which signifies such date:
Provided that the requirement set out in this paragraph shall not apply to a manufacturer of granulated sugar.
(2) A manufacturer of sugar or an allied product who uses a code-number or mark to signify the date of packing shall, upon request by an inspector, divulge the date signified by the code-number or mark.
(3) Subject to the provisions of subsection (7), any particular which is required in terms of these regulations to be printed on a label shall be printed in type no smaller than 6 point, and in such colour or colours as to afford a distinct contrast with the background:

(6) No person shall, without the approval, in writing, of the Secretary, use on any label referred to in this section the word "vitaminized", "vitamin-fortified", "vitamin-enriched" or "enriched", or any other word capable of being construed as indicating that fortifying ingredients have been added to, or are present in, the contents of the package bearing such label.
(7) Where a seller sells sugar or an allied product from a bulk stock kept by him—
(a) the package containing such bulk stock shall bear a label containing the particulars specified in subsection (1) in type no smaller than 18 point; and
(b) the label referred to in paragraph (a) shall be displayed in a prominent position so as to be easily read by a purchaser of the sugar or allied product concerned;

The rationale of the measure: These regulations shall apply to all alcoholic beverages which are sold or manufactured for sale in Zimbabwe.

Description of the measure: 15. Every alcoholic beverage to which these regulations apply shall bear a label stating –
(a) The contents in terms of the requirements of the Food and Food Standards (Food Labelling ) Regulations, 1990;
(b) In the case of wine or brandy made from cereal or fruit other than grapes , the name of such cereal or fruit;
(c) In the case of flavoured wine, the name of the flavor;
(d) In the case of wine which is presented as having been produced in an area of origin referred to in subsection (1) of section 6-
(i) The name of the area of origin concerned;
(ii) The name of the grape variety from which the wine was produced; and
(iii) The type of the wine, which shall be one of the following as appropriate-
A. White
B. Red
C. Rose
D. Sparling
E. Fortified
16. (1) Every label shall contain health warning notices and health advisory statements in the form set out in the Schedule or otherwise approved by the Secretary for Health and Child Welfare.
(2) The warning notice shall –
(a) state the following “alcohol may be hazardous to health is consumed to excess, the operation of machinery or driving after consumption of alcohol is not advisable”;
(b) be packed in a prominent position on the main label of the alcoholic beverage or alcoholic liqueur.
(3) An additional health advisory statement shall state : The total amount of alcohol and the percentage of alcohol content, weight/volume.
(4) In addition to the labeling requirements in section 15 every alcohol beverage to which these regulations apply shall bear a label which may be incorporated in the main label or separate stating
(a) that the product contains alcohol; and
(b) that the product is not for sale to any person under the age of 18 years.
(5) An advertisement for any alcoholic beverage to which these regulations apply shall contain the warning in subsection (2) as well as the prohibition of sale or dispensing to minors in subsection (4) . the warning shall be not less than 6% of the total area of the advertisements in black son sarif lettering on a white background.

Prepackaged food labelling
4 (1) Prepackaged food shall not be described or presented on any label or in any labelling in a manner that is false, misleading or deceptive or is likely to create an erroneous impression regarding its character in any respect.
(2) Prepackaged food shall not be described or presented on any label or in a labelling by words, pictorial or other devices which refer to or are suggestive either directly or indirectly, or any other product with which such food might be confused, or in such a manner as to lead the purchaser or consumer to suppose that the food is connected with such other products.
Labelling
5 (1) The package of every food offered for sale shall bear a label stating the following particulars—
(a) the name and business address of the manufacturer, packer or distributor indicating the actual site of production;
(b) an accurate statement of the contents in terms of mass, measure or numerical count;
(c) the common or usual name of the food, or if it purports or is represented to be a food for which a standard had been established, the name prescribed in that standard or where no common or standard names exists, the appropriate descriptive name;
(d) if the food is made from 2 or more ingredients, the common or usual name of each such ingredient in descending order of proportion by mass provided that
(i) pork fat, lard and beef fat shall always be declared by their specific names;
(ii) class names as indicated in the First Schedule may be used;
(e) where the food contains any artificial flavouring or artificial colouring the name of the artificial flavouring or artificial colouring;
(f) where the food contains a chemical preservative, immediately preceeding or following the time of the preservative ingredient, the words “added as a preservative” or words to that effect;
(g) date of minimum durability in the form of “Best before . . .” followed by day, month, year of produce with a minimum durability of not more than 3 months, months and year for products with a minimum durability of 3 months and more or “use by . . .” followed by day and month for products with a shelf life not exceeding 30 days provided that products listed in the Second Schedule are exempted from this declaration;
(h) where a food or any of its ingredients has been treated with ionizing radiation a written statement indicating that treatment in close proximity to the name of the food or ingredient. The use of the international radura sign (as shown in Schedule III) is optional but where it is used it should be in close proximity to the name of the food;
(i) where a food or any of its ingredients has been genetically modified it shall be declared in writing in close proximity to the produce or ingredient name;
(j) a packing number and/or date on which the goods were packed or code number which signifies such date provided that an inspector shall on request be informed by the manufacturer or producer of the date which such code number signifies.
(2) The particulars required to appear on the label in terms of subsection (1) shall be—
(a) in the English language:
Provided that in the case of foods described solely in an area where English is not the predominant language, the predominant language may be used in addition to English; and
(b) printed in clear and indelible letters and be prominent and legible; and
(c) printed in a contrasting colour to that of the back-ground of the package;
(d) printed in type no smaller than 6 point;
Provided that—
(i) the particulars referred to in paragraphs (b) and (c) of subsection (1) shall be printed in a type no smaller than 12 point;
(ii) where the size or the nature of the package would render compliance with this subsection impossible, the Secretary may authorize, in writing, such particulars, to be printed in smaller type or be omitted.
(3) Labels shall be affixed on a conspicuous position on the package.
(4) A label shall state any necessary direction for the handling use storage of the particular food , for example “keep refrigerated”.

Description of the measure: 4 (1) Subject to the provisions of subsection (7), every package containing edible fats or oils shall bear a label stating the following particulars—
(a) the name of the edible fat or oil contained therein;
and
(b) the name and business address of the manufacturer, producer, importer or retailer on whose behalf such edible fat or oil was packaged; and
(c) a packing-number or the date on which the edible fat or oil was packaged, or a code-number which signifies such date; and
(d) in the case of an edible fat or oil which is composed of 2 or more different ingredients, the names of the ingredients, set out in descending order in relation to their percentage of the total content, and, when required by the *Food and Food Standards (Food Additives and Prohibited Substances) Regulations, SI 136 of 2001, the name and nature of any preservatives.
(2) The manufacturer or producer of any edible fat or oil who uses a code-number to signify the date of packaging shall, upon request from an inspector, divulge the date which such code-number signifies.
(3) Subject to the provisions of section five, and of subsection (7), any particular which, in terms of these regulations, is required to be printed on a label shall be printed in type no smaller than 6 point, and in such colour or colours as to afford a distinct contrast with the background:
Provided that, where the size of the package would render compliance with the provisions of this subsection impossible, the Secretary may authorize such particular to be printed in smaller type.
(4) Words which qualify the name or trade name of the article, or are an essential part of the description thereof, shall be printed on the label in letters of the same size and prominence as the name of the article.
(5) The ingredients or proportions of any edible fat or oil shall be set out on the label in type of a uniform size and prominence throughout.
(6) No label on any edible fat or oil shall contain the words "vitaminized", "vitamin-fortified" or "enriched", or any other words which may be construed as indicating that such fortifying ingredients have been added to or produced in such edible fat or oil, without the written approval of the Secretary.
(7) Where a retailer sells an edible fat or oil from a bulk supply kept by him—
(a) such bulk supply shall bear a label containing the particulars specified in subsection (1) in type no smaller than 18 point; and
(b) the label specified in paragraph (a) shall be displayed in a prominent position so as to be easily read by a purchaser of such edible fats or oils; and
(c) such edible fats or oils shall be measured or weighed in the presence of the purchaser.

(3) Green beans may be packed whole or transversely cut or longitudinally sliced:
Provided that—
(i) whole beans shall consist of whole pods not less than 75 mm in length after the removal of both ends;
(ii) transversely cut beans shall be not less than 15 mm and more than 50 mm in length after the removal of both ends;
(iii) longitudinally sliced beans shall be sliced after the removal of both ends.

(2) Canned mushrooms shall have a drained mass of not less than 50 % of the net mass.
(3) Canned mushrooms may be packed—
(a) whole with attached stems, cut to a length not exceeding the diameter of the cap, measured from the bottom of the veil;
(b) as buttons being whole mushrooms with attached stems not exceeding 5 mm in length, measured from the bottom of the veil;
(c) sliced, consisting of buttons or whole mushrooms, cut parallel to the longitudinal axis of the stem and 2 to 8 mm in thickness;
(d) as pieces and stems consisting of pieces of caps and stems of irregular shapes and sizes;
(e) as creamed mushrooms consisting of sliced pieces and stems of mushrooms packed in a thick sauce which may contain flour or other farinaceous material,
(3) The name on the label shall include the style "whole", "button”, "sliced" "pieces and stems" or "creamed".

Description of the measure: 3(1) An application for the registration of a farm feed shall be made by -
(a) submission of a sample; and
(b) completing form F.F.1 specified in the First Schedule in triplicate and submitting it to the registering officer; and
(c ) accompanied by the container and a reproduction of any label or inscription on the container in which the feed will be sold.
(2) Renewing of registration is made by sample submission and undergoing the same process as in subsection (1) and is done annually.
7 (2). All importers of farm feeds shall ensure that-
(a) they comply with the requirements of section 3 of these regulations; and
(b) compulsory pre-shipment inspection, at the expense of the applicant , is conducted ; and
(c) they submit through inspectors, samples to the laboratory for analysis; and
(d) they make all necessary declaration of growth promoters, antibiotics, enzymes and GMO status before import permit is is issued; and
(e) compulsory mycotoxin analysis is conducted prior to registration ; and
(f) they incorporate Zimbabwean registration number, name and physical address of the local distributor, and details of the manufacturer on the label.

Description of the measure: 8.(1) Any person who wishes to import into Zimbabwe any pesticides may apply for a permit to do so, if such a person's core business is the buying and the selling of pesticides:
Provided the pesticides are locally registered and bear the company name, registration number, pesticide name and formulation, source of pesticide, amount paid for pesticides and receipt number and expiry date for pesticides
(3) Any person who wishes to import an pesticide in terms of subsection (1), shall –
(a) ensure that an extra 100ml is available as part of the consignment , for the purpose of random sampling and the analysis by inspectors; and
(b) ensure that the products bear Zimbabwean labels: and
(c) have a valid registration certificate
12. (1) No person shall sell any pesticide unless the label is securely affixed to the container, and clearly as indelibly marked in the English or any other indigenous language, recognised in Zimbabwe where a registering officer considers appropriate an indigenous language: Provided that, if an indigenous language is used, an accurate translation shall be lodged at the time of registration with the registering officer.
(2) The label, which shall be identical in all respects to that approved by a registering officer in terms of section 3, shall state –
(a) the company brand or symbol ; and
(b) the brand name of the pesticide; and
(c) the registration number which the pesticide is registered; and
(d) the net quantity by mass or the volume in the container ; and
(e) the purposes for which the pesticide has been registered; and
(f) the directions for use of the pesticide; and
(g) such information as is prescribed in the appropriate hazardous substance regulations ; and
(h) any other information which a registering officer may approve or consider to be necessary.
(3) Pesticides transported within the borders of Zimbabwe to the premises where they are further processed , packed or repacked for the retail trade shall be clearly and indelibly marked with the particulars prescribed in paragraphs (a), (b) , (c),(d), (g) and (h)of subsection (2).
(4) An equilateral triangle shall be printed on, or securely affixed to, the main panel of the label in a colour approved by a registering officer.
(5) The triangle referred to in subsection (4) shall be coloured purple, red, amber or green-
(a) as specified in the appropriate hazardous substances regulations; or
(b) as approved by the Hazardous Substances and Articles Control Board, in terms of those regulations.
(6) The triangle of approved colour shall be located on the label in a position directly below the brand name of the pesticide, and the composition and the registered number of the pesticide, and the net mass or volume of the container shall appear directly above or below the triangle, which shall be delineated from the rest of the label by a black border or a black border on white background to emphasize the approved colour.
(7) No detail other than the composition ad registered number of the pesticide and the net mass or volume of the container shall appear in a position between the brand name of the pesticide and the triangle approved colour .
(8) Except with the permission of a registering officer, no label shall contain any information or matter other than that provided for in this section.
(9) No label , once it has been approved by the registering officer , shall be altered in any manner whatsoever without written approval of the registering officer, unless the alteration is made at the direction of the Hazardous Substances and Articles Control Board, and the registering officer has been notified that it is to be made.

(b) where the road tanker is being used solely for conveying a hazardous substance from another road tanker

(i) has been damaged as a result of an accident occuring on a road; or
(ii) has broken down on a railway other than a siding on which it was loaded; and the road tanker is being escorted by a vehicle used for police or fire service purposes; and
(c) where the road tanker b engaged in an international transport operation and complies in every respect with the requirements relating to vehicles of that type contained in any regulations in force in the country
of origin of that tanker:
Provided that where the road tanker is entering Zimbabwe from n country which has no regulations similar to these regulations, then such tanker shall be labeled in accordance with these regulations.

Description of the measure: 6. (1) Where a road tanker is being used for the conveyance of a multi-load in circumstances other than those mentioned in subsection (4), the operator of that road tanker shall ensure that it is provided with, and displays hazard-warning panels in accordance with section 7 and such panels shall show the following
particulars-
(a) the appropriate multi-load emergency action code; and
(b) the word "multi-load"; and
(c) the appropriate hazard-warning sign; and
(d) the telephone number or other text approved by the Board indicating where specialist advice on the hazardous substances can be obtained at all times.
(2) The provisions of subsection (2) of section 4 relating to hazard-warning panels for a single load shall mutatis mutandis,apply to compartment labels prescribed in terms of subsection (3).
(3) In addition to the requirements of subsection (1), the operator shall ensure that each tank, or compartment of a tank,containing a hazardous substance is labelled with compartment labels in accordance with section 1 and those labels shall show the following particulars-
(a) the appropriate substance identification number; and
(b) where any other tank or compartment contains a hazardous substance of a different hazard, the appropriate hazard-warning sign.
(4) Where. by virtue of paragraph 4 of the Second Schedule, a. [-000 tanker Is being treated as conveying a. single
load. this section and section 7 shall not apply. but sections 4 and 5 shall apply with the modification that the substance identification number and the emergency action code shall be ascertained
from the said paragraph 4 of the Second Schedule.

Description of the measure
7 (1) Cannedtomatoes shall be prepared from ripe, clean and sound tomatoes which may or may not be peeled, and shall—
(a) have the stems and calices removed; and
(b) be cored unless the core, having regard to its texture and appearance, is insignificant.
(2) Canned tomatoes may be subject to the Food and Food Standards (Food Additives and Prohibited Substances) Regulations, 2001, contain salt. sugar, spices, flavouring ingredients or any other ingredients.
(3) The name on the label shall include such style as “sliced”, "wedged", "whole" or such other style as may be appropriate.
(4) The substrate media shall be identified on the label and shall be—
(a) tomatojuice as described in section five; or
(b) tomato puree as described in section nine; or
(c) tomatopaste as described in section ten; or
(d) strained liquid residue of tomato material prepared from tomato material remaining after peeling and coring tomatoes for canning.
(5) the drained mass of whole canned tomatoes shall be not less than 57% of the net mass of the can
